The Technical Education and Skills Development Authority (TESDA) and the Department of Education (DepEd) have signed a landmark data sharing agreement to enhance services for Senior High School Technical-Vocational-Livelihood (SHS-TVL) track learners and graduates.
TESDA Secretary Kiko Benitez and Education Secretary Sonny Angara led the ceremonial signing held at the TESDA Central Office in Taguig City, marking a major step toward improving data management and learner support.
Under the agreement, TESDA’s Assessment Schedules Information System (ASIS) will be integrated with DepEd’s Learners Information System (LIS) to ensure accurate learner identification, prevent record duplication, and streamline the mandatory competency assessment process for SHS-TVL students.
ASIS, a desktop-accessible web application used by TESDA field offices, competency assessors, and DepEd personnel, digitizes assessment scheduling. This innovation is expected to enhance data integrity, reduce administrative workload, and provide a smoother experience for learners and staff.
“This partnership reflects our commitment to transparent, efficient, and learner-centered public service,” Secretary Benitez said. “By linking our systems, we ensure that every learner is properly identified and given access to the assessment services they deserve.”
Under the deal, DepEd will grant TESDA secure access to learner data through the LIS, while TESDA will process the information via ASIS for assessment scheduling and the issuance of National Certificates.
Both agencies have designated Data Protection Officers and established strict safeguards, including encryption, multi-factor authentication, and breach notification protocols, to comply with the Data Privacy Act.
Through this collaboration, the government aims to strengthen SHS-TVL programs, safeguard student credentials, and expand employment and career opportunities for graduates.
