President Ferdinand R. Marcos Jr. announced Monday that he will issue an executive order creating an independent body to investigate anomalies in Department of Public Works and Highways (DPWH) projects, particularly those involving flood control.
The planned commission will serve as the administration’s investigative arm, tasked with looking into corruption cases and recommending legal action against individuals and entities found liable.
“We are putting together the EO that will create the independent commission. The independent commission will be the investigative arm so that they will continue to investigate whatever information is received,” Marcos said in Pasay City after leading the awarding of beneficiaries under the Turismo Asenso Loan Program.
The President said the body will recommend whether cases should be filed with the Ombudsman or the Department of Justice. “They will recommend to the Executive what to do with certain parties who have been found to be part of all of this corruption… not only in flood control but all of the workings within DPWH,” he said.
Marcos noted that more irregularities are surfacing, even in the proposed 2026 DPWH budget, underscoring the need for a thorough cleanup. “Unfortunately, the more we look, the more we find. Kahit sa 2026 budget, marami pa ring siningit,” he said.
The President added that the structure of the commission is still being finalized but stressed it should include forensic investigators, lawyers, justices, and prosecutors. He has yet to name who will lead the body.
