President Ferdinand R. Marcos Jr. on Wednesday inspected the unfinished Anganan Flyover in Pavia, Iloilo, as well as ongoing flood control works in the Jaro district of Iloilo City.
The flyover, which began construction in 2019, has been suspended due to flaws in its original design and errors in the foundation depth survey. The suspension has caused traffic congestion in the area.
According to officials, correcting the flaws would require jet grouting, with funds to be drawn from the budget initially intended for finishing works—raising concerns over a possible funding shortfall to complete the project.
The contractor for the Anganan Flyover, IBC International Builders Corporation, also built the Ungka Flyover in Iloilo City, which was temporarily closed in 2024 due to structural issues. Data from the sumbongsapangulo.ph website shows the firm has 22 flood control projects across Western Visayas worth Php1.55 billion, including 12 in Iloilo valued at Php973.84 million.
During his visit, Marcos also checked Sections 9 and 10 of the Flood Mitigation Project in Barangay San Isidro, Jaro district. He urged the Department of Public Works and Highways (DPWH) and local government units (LGUs) to ensure that flood control projects are “durable, reliable, and appropriate.”
The President further directed the DPWH, LGUs, and the Department of Economy, Planning, and Development to continue their audit and performance reviews, stressing that negligent or corrupt individuals must be held accountable so that government funds directly benefit the public.
